DeFanging the Police: a Rough Draft
Fireman can carry guns and should but do not have the power to arrest or detain. They can use their guns if called by the police for backup, or in a public safety emergency they witness. But they cannot interfere with non violent crime.
Firefighters are more trustworthy than police officers to act Constitutionally. Therefore they should hold the firearms.
*Female police officers may carry guns.
Police officers will no longer have the power to file a charge. They may arrest until brought before the EMTs.
Yes I said Emergency Medical Technicians. They have the power to file a charge and bring before a judge and further detain if necessary.
EMTs care about saving lives. Therefore their judgment of pre-trial "guilt" will be the most fair, while also being the most concerned for the victims of violence.
This puts a check and balance on the initial stage of the justice system.

For those of you concerned about rampant criminality because of these changes, they come with Pour Down Economics. So there won't be any desperate people anymore, and criminals are usually desperate people.
No more "beat cops." No more police officers looking for crime. However their response times to citizen requests will fall dramatically. If you need help they will be there. Guaranteed and fast.
Also all law enforcement will no longer have uniforms or marked cars for any reason. We are all citizens. Even they. As they are one of us they should dress like one of us.
There is no need for them to look intimidating beyond a street fighter with a badge. The uniforms are unpleasant. Even for them. Most cops want to be in plain clothes.
***Firefighters keep their uniforms and vehicle markings and lights and sirens. Police keep their lights and sirens but can only use them in an emergency, not to get through traffic and speed.
